Since this will most likely pass, how will the regional airlines be affected. Will they struggle to find qualified pilots? Also, now that the new minimums are 1,500 hours, what is the best way to build all that flight time? Do you think this legislation is good for aviation? I mean will it beneficial in preventing pilot error related accidents?

There's no shortage of pilots, there's only a shortage of pilots willing to work for starvation wages. I suspect the main effect will be an increase in pilot salaries and benefits and a corresponding increase in fares. Along with that will be a reduction in routes and frequency because fewer people will be willing to pay the increase.
Overall more hours will result in safer travel. Experience is the best teacher, but there will still be some high time bad pilots.
